Titus is short enough to read in one sitting, and it repeats one move three times: Paul lays out sound doctrine, then insists it show up as “good works.” That phrase appears more times in this small letter than almost anywhere else in Paul, and by the end it’s clearly the letter’s whole argument in two words.

The shape of three chapters
Chapter 1 deals with leadership — appointing elders in Crete, sorting sound teachers from those working “for dishonest gain” (1:11). Chapter 2 works through the church roster by age and status, grounding every instruction in the claim that grace itself “instructs us” toward a disciplined life (2:11-12). Chapter 3 closes with civic obedience, a reminder of what everyone used to be before mercy intervened (3:3-5), and a caution against pointless arguments.
Sound doctrine, visible works
Paul isn’t interested in belief that stays in the head. His recurring worry throughout is external — “God’s word” being blasphemed, or opponents finding “no evil thing to say” (2:5, 8) — because a watching culture’s only evidence for the gospel is the behavior of people who claim it.
“He gave himself for us, that he might redeem us from all iniquity and purify for himself a people for his own possession, zealous for good works.” — Titus 2:14
Grace that works, not grace that excuses
The letter’s tension — never fully resolved, because it doesn’t need to be — is that salvation is “not by works of righteousness which we did ourselves” (3:5), and yet the letter is soaked in instructions to work. Titus holds both without apparent strain: you are not saved by good works, you are saved for them.
